Automates step 8 of the release process: pushing a v1.x tag now runs the gen:config-reference pipeline against that tag and opens an auto-merge PR against main with the regenerated docs. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

MODULE.bazel,Cargo.toml, allnativelink-*/Cargo.tomlmanifests, and both lock files, and adds the v1.6.1 section to the changelog (generated with git-cliff; all previous entries preserved).Also adds
