Comment out old reporting handlers and manager classes#537

Disabled OldReportingManager, DimensionsHandlers, FactSettlementsHandlers, and FactTransactionsHandler by commenting out their implementations. Also removed old fact endpoint mappings from Startup.cs and added a health check endpoint. No new features introduced; this prepares for refactoring or migration.
