Support controlled tabs for embedded map details

Summary

• support controlled Tabs selection with selectedIndex and onChange
• document the reusable status marker map surface
• add the status marker page to the mapping documentation navigation
• reconcile the branch with current main

Validation

• npm run lint

Dependency

• Documentation describes components introduced by Add reusable status map components groundwork-geo#13.

Release dependency

A new patch release is needed after merge so the SWT application can consume controlled tabs from the registry.
