What changed

Set the app version to 3.1.6+3 for the next release.

Release scope

Android APK only. The historical iOS IPA is signed and provisioned, but the required Apple signing material is not available in this repository.

Validation

16 Flutter tests passed.
Static analysis completed with only two existing deprecation infos.
Signed Android APK reports package com.variantconst.marchkov_helper, version 3.1.6 / code 3.
APK signer SHA-256 matches the historical release certificate.
