feat(context): add CPG-02 shadow telemetry

Summary

• Stack CPG-02 on CPG-01 and define shadow-mode telemetry before production wiring.
• Shadow must be provider-visible no-op, skip native passthrough, use fixed versioned opportunity thresholds, and persist only bounded scalar evidence.
• This first commit is the TDD RED contract and is expected to fail until the shadow/policy/metrics modules are implemented.

Stack

• Base: agent/context-projection-cp01 / PR feat(context): add CPG-01 pure context projection planner #16
• This PR must not merge before its parent.

Verification

• RED commit: bb90ac8c01e383aa83b0e9cc714d6bd0866359e2
• Full CI runs on GitHub Actions because the execution sandbox has no Bun checkout environment.
