Fixed AIE PLIO event trace on Edge (VEK280). Fix the PLIO flow guard , initialize the AIE device before configuring metrics on Edge, and always copy trace data after sync since syncTraceBuf() unmaps the buffer before returning.
Tested and verified on vek280 on the design that was previously failing (now passes with this fix).
