docs: identify TRACE Specification as an LF Project - #193

Formation with LF Projects, LLC is complete. The Linux Foundation asked that the README refer to the project as an LF Project in its introductory matter and link to the LF website. - Adds the attribution line under the badge block in README.md. - Changes "Being formed at the Linux Foundation" in Standards alignment to present tense, with a link to LF Projects policies. - Drops the stale "formation in progress" note from the v1.0 roadmap item; the TSC transition is what remains. CHARTER.md, GOVERNANCE.md and spec/trace-v0.2.md 6.1 still describe formation as in progress. Those are left alone here: governance amendments carry a 14-day comment period, and v0.2 is published.
