feat(indexer): ingest provider verification state

Why

Console needs durable, query-reconciled AEP-86 state before API and UI consumers can expose provider verification reliably. This is the indexer application slice of CON-800.

What

• Match verification and provider-maintenance typed events
• Persist end-block events and enqueue affected chain objects idempotently
• Reconcile attestations, auditors, bonds, snapshots, escrows, discrepancies, grace records, maintenance windows, and params from chain queries
• Derive and persist provider tier observations and demotion transitions
• Gate ingestion and reconciliation behind PROVIDER_VERIFICATION_ENABLED

Dependencies

• build(repo): use AEP-86 SDK alpha #3713 publishes the AEP-86 chain-sdk types used here
• feat(provider): add shared verification policy evaluator #3715 provides the shared verification policy evaluator
• feat(indexer): add provider verification schema #3716 provides the persistence schema and migration

The dependency commits are included temporarily so this branch can build and will disappear from the diff as the foundation PRs merge.
