This PR addresses issue #142, where the IEC button in Labview is not propagating to Prefect. This PR solves this issue by adding a Prefect Variable
is_export_control, which is read by the dispatcher flow to determine downstream actions (i.e., to skip or not to skip NERSC transfer and HPC recon/segmentation). Also updating unit tests to reflect this change.
