Summary

NIFI-16343 Removes unnecessary references to the nifi-property-encryptor module from the NiFi Framework NAR, as well as an unnecessary exclusion from MiNiFi Server NAR.

With the refactoring of property encryption to a new framework extension, the framework itself no longer has a direct dependency on this implementation module, so these references should be removed.
