refactor: Expose task failure errors

• Migrated logic from a Pinia store to a Vue composable.
• Removed @pinia/nuxt from package.json dependencies,
• Added no-cache headers to all responses from the has_user endpoint.
• Improved error reporting in the system tasks command.
