ID Standardization and Scope Clarification

Description

The uniqueness scope of IDs is currently ambiguous. It is unclear if two canvases in different contexts can share the same ID, which makes source_canvas_id references potentially ambiguous.

Proposed Changes

• Uniqueness Scope: Explicitly state that all IDs must be unique within the scope of the entire ASC FDL file.
• Format Enforcement: Enforce the [canvas_id]-[framing_intent_id] format for Framing Decisions as prescribed in Section 7.3.4.10.2.

Two canvases in different contexts can NOT share the same ID, the 2.0.1 specification states in Section 7.3.4.2 (canvas.id): "The id is unique to each canvas inside of a given ASC FDL." This could be further clarified by adding "regardless of context". Framing decisions IDs are likewise unique.

The only universally unique value is the overall FDL uuid, so the combination of FDL uuid and canvas or framing decision ID is a universally unique identifier to a specific FDL element.
