Photo queries could return records before their image and thumbnail uploads were confirmed, exposing incomplete uploads in the gallery and navigation.
Filter photo listings, the album photo picker, individual photo lookup, and previous/next navigation to records with
status = 'uploaded'.Validation: server typecheck, server lint, formatting, and diff whitespace checks passed.
