[integ-tests] Add older instance types in EXCLUDED_INSTANCE_TYPE_PREFIXES

Description of changes

• We were not correctly excluding instance types like g2, and generated failures in test_essential_features in some regions because new Nvidia drivers don't support old GPU
• This PR also include a cherry pick from [integ-tests] Make the Slurm test suite runnable against older ParallelCluster to prepare for testing Slurm upgrade on running clusters #7632 to move integration only constants to integration tests
