A couple of tweaks to the error text to maintain a consistent "BeeWare voice", but otherwise this looks great - thanks for the contribution!

This pull request introduces a new GitHub Action workflow that automatically runs on Pull Request events to verify that the submitter has used and correctly filled out the required PR template checklist.
This is intended to help developers, especially but not exclusively with agentic support, to follow the key requirements of the project PR template. This failing test can then be interpretted by users or even potentially agents to conform with the project norms.
