Remove the cross-repo reference (sibling repo, shared 'dataviz-skill' palette, 'three portfolio repos read as one system') in docs/DESIGN.md; keep the exact palette/style spec so the section stays self-contained.

Removes the sibling-repo / shared-palette / 'three portfolio repos read as one system' phrasing in docs/DESIGN.md so the repo reads as a standalone project. Palette/style spec retained verbatim.
