Adds live check-marked setup substeps with elapsed time and non-sensitive existing credential status, while preserving known GitHub App configurations. Reports image-build phases and per-profile rollout progress throughout Cloudflare runner setup. Includes resilient progress telemetry, owner-only build status updates, legacy detached-build exit compatibility, and regression coverage.
