Updates CI and publish workflows to use Node 24-compatible action releases, eliminating Node 20 runtime deprecation warnings. The OpenBSD job now starts its VM separately and uses the supported
cpa.shcustom shell for the build, replacing the deprecated action input. Existing build, artifact, and publish flows remain unchanged.
