Closing without merging — per policy, this CI migration (ubuntu-latest -> arc-rs-small) should not touch PUBLIC repos. This repo is public (and a fork), so it stays as-is on whatever runner it currently uses. No code was merged; this just closes the stray PR. |

Migrates standard Linux CI from GitHub-hosted ubuntu-latest to the self-hosted arc-rs-small scale set (2026-07-24 runner audit, wave 1: workflows whose full toolchain is already proven on arc-rs-small). Runner label change only, no workflow logic touched. Draft for review; do not merge without capacity check.
