Add v0.1 release readiness matrix

Summary

• Adds docs/compatibility/v0.1-success-matrix.md, mapping each section 26 success criterion to committed evidence.
• Updates the release checklist to require checking the matrix before dispatch.
• Leaves the actual v0.1.0 publish and post-release smoke as remaining v0.1.0 end-to-end acceptance, success-criteria matrix, and release #102 work.
