As of PHP 5.6 constants can contain non-scalar data. Debugger::exportVar() handles all sorts of data more gracefully. Refs cakephp#401

#401 was fixed on the main branch, but I ran into the same issue on 2.2. I basically just reapplied ca07485 on the 2.2 branch to fix it.
