What this PR does / why we need it:
This PR aligns the ClickToDial OAS and local common artifacts with the Commonalities r4.3 public baseline as a technical preparation step for the Spring26 public release.
The release-plan update was handled separately in #103, as required by CAMARA validation. This PR intentionally does not modify release-plan.yaml.

The files under code/common are synced from Commonalities r4.3 and must not be manually edited.
