add formating futures to datetime

Is it's possible to add this futures to datetime?
Date formating is very common operations, so it's much better to have is in standard lib.
Is there any blockers here?

There's a few features that need to be ironed out. Right now, there's no support for timezones.

Also, it's also based soley on SysTime. I want to have it work with both DateTime and SysTime, which shouldn't be too difficult.

I need to remove some stuff in there from when I ported it from Stewart's Utility Library, which has collapsible tags. This won't be possible to support using the Phobos DateTime library, as it currently stands, and I don't think there is much need for it.

Right now, it works hand in hand with std.datetime, so getting it added to phobos isn't a big deal to me. If someone upstream wants to merge it in, I would be more than happy to assist.
