Brings in the 2 upstream commits we were behind on — both static-analysis cleanups, no functional change: 1a40b79 misra: re-enable 17.3 (commaai#2410) 697b04d cppcheck: replace bool 0/1 assignments with false/true (commaai#2409) No conflicts: upstream touched only shared core files (main.c, fdcan.h, drivers, etc.); our fork's changes are isolated to board/bridge/ + docs.
