Restore docs/plans/ Reference bullet (CL-5670) - #447

The docs/ index hygiene from CL-5670 already landed: IMPLEMENTATION.md lists all nine normative top-level docs, and docs/plans/ is gitignored. The plans pointer had drifted to a bare paragraph under the Reference list; put it back as a list item so agents scanning Reference still see it, and keep the gitignored / non-normative wording.

The substantive fix landed earlier (
IMPLEMENTATION.mdnine-doc list + gitignore ofdocs/plans/). This PR only restores the plans pointer as a scan-friendly list item under Reference.Test plan
