Name ask() in the lede, add a scannable capabilities section (FTS language, halfvec multi-model embeds, degrade metrics, timeline ACL parity), and correct the rerank section: TEI | Cohere | Voyage, with truncation and budget validation scoped to the TEI path only. CL-4885
