The freshness gate correctly refuses new src under an unchanged version; the mcp.<slug> handle fix (#98) edited src/tool.ts without bumping, which broke every fresh seed's tool-registry publish. All five pins updated.

PR #98 changed packages/mcp-tools/src without a version bump; the tool-package freshness gate refuses to republish, killing every fresh seed at the registry-publish step (found live by the CL-6324 e2e proof run). 0.0.4 → 0.0.5 with all five pin sites. 312 tests green across affected packages.
