Summary
Adds a regression test that a new space workbench inherits the parent tenant Ollama catalog and default model.
This is not the full CL-6733 first-send fix. A new workbench first message on local Ollama with no cloud key still fails because ready/chat still resolves the seeded Google default prefs. First-send fix follows on this branch.
