Stack: step 2 of 2 — v0.4 release: canonical config, then snapshot bump

What changed? Why?

Pins .SNAPSHOT_KEY to 2fcbd68b, the main commit that pointed the canonical pipeline at 2025_usa_cornerstone_v0_4; snapshot at gs://cornerstone-default/snapshots/2fcbd68b3275cc8e409d4df5d1f28a3a8355c249/. Registers v0_4_0 with its dollar year, the Literal entry and the v0.4 baseline aliases.

Impact

Integration tests now compare against the v0.4 snapshot; no model output changes.

Review focus

  • Mechanical bump, five files, no logic.
  • The v0.4 waterfall rung snapshots cut on the same commit are left unregistered; the G3 one matched v0.3.2 to float noise, so waterfall pins stay put.

Testing

test_usa.py -m eeio_integration passed (9 tests) against the new key; black, ruff, mypy, hermetic pytest clean.

Heads-up

After merge: annotated tag v0.4.0 on main; scheduled integration runs turn green again.
