Pins .SNAPSHOT_KEY to 2fcbd68, the main commit that pointed the canonical pipeline at 2025_usa_cornerstone_v0_4 (2024 nowcast detail MUT, build v0.3.0_4276083). Registers v0_4_0 with its dollar year and the v0.4 baseline aliases.
