feat: add versioned runtime layout and locale fallback

Summary

• reorganize the installed runtime into libexec/mcserver-kit and shared data into share/mcserver-kit
• add mcserver-kit --version and show the installed version in the installer and home TUI
• fall back to English for individual missing translation keys
• keep update compatibility with the v1.0.0 flat release layout and preserve user configuration

Verification

• 103 specification tests passed locally (1 ZIP test skipped because local zip is unavailable)
• 2 locale catalogs validated
• Bash and Python syntax checks passed
• Docker ShellCheck passed before final version stamping

This PR prepares the v1.1.0 release.
