Problem: links in downloaded pdf version of the chain-doc doesn't navigate to the intended section

@tomtau I see, the issue refers to the links in PDF, the vuepress export plugin is so unmatured, I have submitted PR for itself also, and there is no substitute out there. It's related to the build phase and may cause more time. I will try to fix it later.
