Adds headless unit tests with CI pipeline that runs them on every PR

Pure action-plan logic extracted to utils/actions.py
Receiver smoke-tested end-to-end in simulation mode, including the exact payload shape app.py produces
Serial classes deduplicated behind one base; bare excepts narrowed; lint clean across the repo
CI is path-filtered and skips docs


          Add tests and CI. Quality now enforces itself.
