Accept reviewed, version-matched SafeL2 1.4.1 and 1.5.0 proxy, singleton and fallback-handler deployments on Base and Base Sepolia. Pin all runtime hashes, preserve owner and threshold checks, and require empty modules and zero transaction and module guards. Test canonical upstream bytecode, two-signature admin handoffs for all five governed contracts, invalid configurations, and opt-in existing-Safe fork preflights. Pass deployment configuration directly in tests to avoid shared environment state. Run pinned Slither on the CI runner after the Docker action failed during TLS-dependent bootstrapping, retaining the high-severity failure policy. History-compatible tooling change: application contracts, consumed ABIs, storage layouts, addresses and recorded history are unchanged. No contract upgrade, new epoch, reset, re-registration or deployment is required by this change.
Allow the opt-in existing-Safe fork check on Base and Base Sepolia, and report an unreviewed proxy runtime without implying that 1.4.1 is required. Keep the exact reviewed identity allowlist and governance checks unchanged. Lock all Slither Python dependencies and wheel hashes, verify dependency consistency in CI, and document lock updates and the Safe fixture license. History-compatible tooling, test, CI and documentation changes only. Application ABIs, contract storage and recorded history are unchanged; no contract upgrade, new environment epoch or deployment action is required. Validation: 17 targeted Safe tests; existing Mainnet 1.5.0 and Sepolia 1.4.1 Safe fork preflights at finalized blocks; fresh hash-checked install of all 47 Slither runtime packages and pip check.
