Users can label tickets by system area when creating or updating work items, then filter listings by every requested label. Labels appear in CLI, tool, and documentation board views. Boards define active and retired labels in `docs/ticket/.labels.json`. Writes reject unknown labels, while retired labels remain available on tickets that already carry them.
