fix(cli): refresh model pricing from models.dev

[github-actions]

Automated refresh of cli/core/pricing/models.json from
https://models.dev/api.json — review the diff for price changes and
check the job log for reseller price collisions.

The table is compiled into dira/dirad, so merging releases a
patch to actually ship the new prices. Local cost figures are
estimates only; the cloud keeps its own copy, is authoritative, and
re-prices historical rows.
