fix(ostool-server): extend Zhongsheng release delay

Summary

• Extend Zhongsheng relay board release settle delay from 2 seconds to 10 seconds.
• Increase the internal release completion timeout so synchronous removal can cover the longer settle window.
• Update release lifecycle tests to lock the new timing behavior.
