Add internationalization support and accessibility improvements for the RealTimeBalanceSync component.

What changed

• Implemented next-intl translations in RealTimeBalanceSync.tsx
• Added localized copy for:
  • en.json
  • es.json
  • pt.json
• Improved UI/UX and accessibility:
  • localized button and status labels
  • added ARIA-friendly section labels and live region announcements
  • improved responsive styling for the balances panel
  • enhanced empty-state messaging
• Updated tests in RealTimeBalanceSync.test.tsx
  • added locale-aware mock support
  • fixed the last-updated assertion to target the visible <time> element

Verification

• Ran pnpm exec vitest run src/components/RealTimeBalanceSync.test.tsx
• Result: 9 passed
