Syncs permission groups with clusterio. This will replace the legacy groups module once roles is also replaced. Until then, both can exist without conflicting, with the new plugin taking presidence. There were a few other changes required because of singlton lib restrictions such as moving the plugin to be buildable only within a dev installation of clusterio. This will be reverted once this restriction is removed upstream.
