In #192, FlutterTizenDisplayMonitor::UpdateDisplays() replaced the ecore_animator_frametime_get()-based calculation with a hardcoded 60.0. This is not a regression: the previous code effectively always returned 60 as well, since nothing in the embedder (or its non-ELM app environment) ever calls ecore_animator_frametime_set(), so the value was always the Ecore default of 1/60.
However, this means the refresh rate reported to the engine has never reflected the actual display refresh rate.
A method is needed to reflect the actual display's refresh rate.
