We are going through the process of TC approval for the UI module ui-inventory-import, which provides an Admin UI for parts of the functionality of mod-inventory-update.

As part of the self-evaluation checklist, we need to fulfil:
For this reason (and to get it into the Eureka snapshots for review there), we need to add the new module to an app, hence this pull request.
For now, we propose adding ui-inventory-import to app-platform-complete because that is where mod-inventory-update lives. When the work to split inventory off into its own app (which has already begun) is completed, ui-inventory-import should go across into that app.
