What was wrong

Both plugins showed desktop specimens on phones. Guide annotations navigated between hidden panes, while Theme Preview kept secondary sections expanded and offered Split on mobile.

What changed

• Plugin Guide’s mobile arrows and swipes page through Sidebar, Thread, Side panel, and the other surfaces. New thread actions have their own page.
• Removed the annotation dropdown. Numbered annotations remain directly accessible; changing the annotation keeps the current preview pane and scroll position.
• Theme Preview renders mobile layouts and uses the app’s provider and composer icons. Its standard tabs stay compact on desktop and distribute evenly on mobile.
• Mobile tabs are Thread, New thread, and Settings. A saved Split route shows Thread on mobile and restores Split on desktop.
• Overlays, Components, and Style sheet collapse independently, default closed on mobile, and retain input values.

How you verified

• Chrome for Testing 153.0.8010.36, exact branch web app: mobile arrows, touch swipes, direct pane links, reload, annotation switching, all seven composer annotations, and side-panel tab selection passed. Annotation changes preserved the pane and scroll position; badges stayed aligned while scrolling the tab strip.
• Theme Preview’s three mobile tabs, saved Split route fallback, reload, and restoration of desktop Split on resize passed.
• Section toggling, keyboard activation, retained values, and responsive defaults passed during the preceding section change.
• Remote CI passed: checks, all test suites, and Linux/macOS package smoke. Run for 0116bfd3.

User approved Theme Preview except the mobile Split control. That fix is implemented and agent-verified; the mobile tab update and Plugin Guide changes remain pending user QA.
