Remove the ref to external publishing for now
Until we come up with a better process, it's best to encourage external authorship if we can't allocate resources to review submissions.

## Can I publish my codelab on the official Google Codelabs site?
105-
106-
Sure, just follow this process:
107-
108-
* Email us at codelab-submissions@google.com with a brief proposal for your content.
109-
* Assuming your proposal is approved, sign the
110-
[Google Individual Contributor License Agreement](https://cla.developers.google.com/about/google-individual) (CLA),
111-
which you can do online. The CLA is necessary mainly because we need your
112-
permission to use and distribute your codelab.
113-
* Draft your content using the tools and techniques documented in this repo.
114-
* When you're ready for a review, submit a link to your source doc to codelab-submissions@google.com and we'll get it reviewed by one or more subject matter expert(s).
115-
* Once reviewed and approved by Google, we'll copy the source doc, add attribution for your authorship, and publish it on our official codelabs site (https://g.co/codelabs).

Some people like the Google Docs authoring flow, others prefer to specify their codelabs
