Summary

GitHub is deprecating Node.js 20 on Actions runners — actions still on Node 20 are forced to Node 24 starting 2026-06-16, and Node 20 is removed from runners on 2026-09-16 (changelog). CI currently emits the deprecation warning for actions/checkout@v4.

This bumps the affected first-party actions to their Node 24 releases:

actions/checkout v4 v5
actions/setup-python v5 v6
actions/cache v3 v4

Applied across both ci.yml and platform-tests.yml.

Third-party actions (hashicorp/setup-terraform, docker/setup-buildx-action, medyagh/setup-minikube, ludeeus/action-shellcheck, gaurav-nelson/github-action-markdown-link-check, trufflesecurity/trufflehog, aquasecurity/trivy-action) were not flagged by the deprecation notice and are left to their maintainers.

Also adds .claude/ to .gitignore (harness state).
