The changeset added for hk 1.58.1 has not been released: hk-config is still 0.3.0, and this branch moves the pin again before any version run consumes it. Two changesets would spend the same release describing a pin that passed through 1.58.1 on its way to 2.0.0, so rewrite the pending one to describe where the pin lands. Record what hk 2.0 asks of a consumer: an `amends` URL and a mise pin that move together, staging that now happens in `pre-commit` alone, and the removal of every configuration input other than Pkl.
