Bumps the mise-managed Turborepo CLI (npm:turbo) in .config/mise/config.toml from 2.6.3 to 2.9.18, so local and mise-driven workflows (e.g. turbo run via mise tasks) use the newer release.

No other files or repo config change in this diff—only the tool version pin.
