docs(skill): record the language-selector rule in translate-page - #41

Helmi has asked for the selector height override once per site. The skill now carries it under 'Adding a language to the site' so the next site to gain a second language gets it as part of the same work, and says to keep the three copies identical. The selector height override has now been asked for once per site — halpi2#38, halmet#22, sh-rpi#28. The
translate-pageskill gains a section, Adding a language to the site, carrying the rule and the instruction to keep the three copies identical, so the next site to gain a second language gets it as part of the same work rather than as a follow-up request.No behaviour change; documentation only.
