Summary

Follow-up to #25 (merged), rebased onto current master since that PR only carried the two-line-limit commit:

  • Add a rule to doc/POLICY.md, for both a module's own Version History and doc/VERSIONS: the entry at the lowest version reads only Initial release. and nothing else.
  • Apply it to every genuine v1.0 entry (in doc/VERSIONS and in 23 per-module headers) currently carrying other wording.

Test plan

  • Re-scanned all doc/VERSIONS and per-module Version History sections; 0 bullets exceed two physical lines and 0 genuine first-version entries carry extra wording.
  • py_compile / sh -n on every changed file; all pass.
  • Documentation-only change; no runtime behavior affected.
