Add a --reserve mode that holds a GPU without running a command

Sometimes you want to claim a card and keep it held while you work interactively, then release it on Ctrl-C. A gpu-gate reserve -n 1 subcommand could acquire the lock and block until interrupted, reusing GpuClaim.
