docs: publish beta.2 diagnostics collection policy

Summary

• Publish implementation-backed Core 4.11.0-beta.2 diagnostics v1 policy in English, Chinese and Japanese.
• Distinguish legacy telemetry, Beta gating, master/independent opt-outs, environment precedence, authorized access and bounded cleanup thresholds.
• Preserve optional B2-01 through B2-06 checklists and private deletion requests.

Verification

• Six-file cross-repository manifest checked against actual bytes; canonical scope is four files.
• Prior full canonical build and 30 static tests passed; retained HTML hashes reverified.
• Re-ran 18 Python source/static tests successfully against retained final build.
• No semantic source changes since that full build.

Publication

Authorized beta.2 policy publication. Existing main workflows update the landing docs gitlink, deployment fork and generated Wiki. No Core/SDK/Space release is performed by this PR.
