fix(manager): prewarm full SELF transport - #41

Start the active project's full Manager SELF ACP transport alongside the classifier so the first inspection turn does not pay process startup cost. Model classification and full SELF reasoning remain unchanged. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
